NEWS FLASH – new non-levy procurement round announced – JULY 2017

Today the ESFA published the following news item announcing that they have cancelled the current [November 2016] procurement exercise and will launch a new procurement at the end of July 2017.  Please read the full item below for the other important points included in the announcement.

In April 2017, the Education and Skills Funding Agency (ESFA) paused the procurement for apprenticeship training provision for non-levy-paying employers.

The competition was markedly oversubscribed and the Department for Education (DfE) and the ESFA concluded that it did not achieve the right balance between stability of provision, promoting competition and choice for employers. Together, DfE and ESFA have since reviewed their approach to determine how best to support these objectives.

As a result, the ESFA has decided to cancel the current procurement exercise and has confirmed that it will launch a new procurement at the end of July.

The new procurement will be designed to achieve the best value for employers, providers and apprentices in the move to a fully employer-led system. More details on the process and deadlines will be finalised and announced shortly.

The ESFA has also confirmed that the register of apprenticeship training providers will not re-open for new applications, while the new procurement exercise is open.

To provide further clarity and certainty for training providers with existing contracts the following steps will also be taken:

  1. Within the next week, the ESFA will respond to providers who have made business cases to adjust the amount of funding they were awarded in the contract extensions. Where credible evidence has been presented, the ESFA will look to adjust the allocations.
  2. The ESFA will bring forward the first performance management point from August to July. This will be in order to review current delivery and consider whether additional funding can be made available where there is clear evidence of unmet demand from employers. More details on the timing for this will follow shortly.

This will not affect training provision for existing learners.

UVAC is clarifying the position re the opening of the Register of Apprenticeship Training Providers (RoATP) with DfE policy colleagues.  We have argued that the register needs to be open for all HEIs not currently on RoATP given the newness of Degree Apprenticeship provision and in view of the development of new Apprenticeship standards through the HE Employer Apprenticeship Trailblazer.

We will clarify the situation as soon as we hear more. 

UVAC will publish support arrangements for HEIs who plan to apply in this round once ESFA plans and timelines are clear. In the mean time if you have any queries please contact uvac@bolton.ac.uk

The ESFA have published a new set of information with best practice examples on  ’off the job training’ to help employers and providers correctly apply the rules to their own apprenticeship delivery. The document can be found HERE.

NEW TEMPLATE – Apprenticeship Sub-contractor Contract

Template Higher Education Provider and Sub-Contractor Contract

HE Provider Support – In response to requests from HEIs at the ESFA/UVAC new provider briefing on 7th April, and as part of UVAC’s HEFCE funded Degree Apprenticeship Support Programme UVAC, has commissioned a solicitor to:

  • Produce a Template Apprenticeship Contract between an HEI/HE Provider and sub-contractor – The template contract is available FREE OF CHARGE to any HEI/HE provider of Degree Apprenticeships

The sub-contractor contract template is now available.

DRAFT COMMITMENT STATEMENT TEMPLATE & WEBINAR

As part of the support documentation for delivering apprenticeships, UVAC have developed a simple template for a Commitment Statement. This is intended to meet the Commitment Statement requirements in the Funding Rules, but also offer a wider content to support the apprenticeship, and for example be used as part of the tripartite reviews and make the document a  live part of the apprenticeship.

The Template can be accessed here

To note :

1. it is partially completed in red just to illustrate possible content – this may or may not be helpful !
2. You don’t have to repeat what is in the contract in the Commitment Statement. However,  the apprentice will not see the contract so terms that are important to them, for example wages, 20 % time off, time in the working day should be included under employer responsibilities, alongside the apprentice’s own commitment regarding attendance, etc.

3. There are two options included for this ‘support, responsibilities and commitment’ section – a narrative and a table. Both have indicative headings to guide you on what you might include. Delete which ever you don’t use.

As we see more examples we can develop a standard content for this section. Just send your examples and your feedback to r.rhodes@bolton.ac.uk

FINAL ARRANGEMENTS – NEW HEI PROVIDER WORKSHOP 20 JUNE

All providers newly listed on the RoATP, in either of the last two RoATP rounds, will be aware that before starting delivery, you must attend one of the UVAC/ESFA New Provider Workshops. If you did not attend the first HEI workshop on 7 April, or have not attended one of the ESFA FE events, you will need to attend on this date. Bookings can be made through the Eventbrite link here.

The venue for this second Apprenticeship New Provider Event is now confirmed as Staffordshire University, with thanks again to Sarah Tudor and all at Staffordshire for hosting. See Event Brief  and Map and Directions  for further information.

20 JUNE – MANDATORY ESFA/UVAC NEW PROVIDER WORKSHOP (2nd Date)

For everyone who has been  approved and listed on the Register of Apprenticeship Training Providers please note that in order to deliver apprenticeships you must attend the ESFA/UVAC New Provider Workshop.

UVAC/ESFA will run this workshop for the second time on 20 June,  and attendance is mandatory for both those newly approved in the second RoATP round, AND for those who did not attend the previous workshop event on 7 April.

If you did attend the  workshop on 7th April, your HEI does not need to attend on 20 June. If you’d like to book places for staff not able to attend on 7th, you are welcome to do so, though priority will be given to those who have not attended previously if the workshop is full.

This workshop has been developed by SFA and UVAC specifically for new HE apprenticeship providers, and will cover the technical guidance needed for HEIs who have not previously delivered apprenticeships or SFA provision.

Venue is still TBC, but will be Midlands or London.

Template – Higher Education Provider and Employer Apprenticeship Contract NOW AVAILABLE

The same solicitor has already developed a similar template contract for the AoC for use by Further Education Colleges (FECs) delivering Apprenticeships.
