Progression from vocational learning to higher education - closing date 28th May 2009

 
   

UVAC’s Chair Professor Joy Carter has been asked by the Minister for Higher Education David Lammy MP to produce a report on progression from vocational learning to higher education, to feed into the HE Framework. We are supporting Joy to collate and analyse research and evidence, ascertain the views of partners and in the production of the report.

The terms of reference of the review are to:

  • Review the research literature and evidence of good practice including piloting of new approaches to vocational progression
  • Take into account Government commitments and recommendations from the Skills Commission
  • Review the current vocational pathways and assess their strengths and weaknesses and how they might be developed to support Government aims
  • Identify the specific barriers and issues to be tackled with vocational progression
  • Recommend what changes would increase progression through vocational routes, including Apprenticeships, to HE
  • Identify what each party needs to do – Government, employers, the education system and others and to consider to what extent universities need to review their systems to address the learning needs of those who have come up through vocational learning routes.

The report will encompass Apprenticeships, Diplomas and other routes and qualifications and will involve working closely with partner organisations.

An initial report has been requested by early June, thereafter more detailed research and recommendations will be produced.

We would welcome contributions from members along the following lines:

Examples of long-term sustainable practice that has supported vocational learners progress to higher level learning programmes

  • Examples of barriers to vocational progression and how such barriers can be tackled
  • Changes to the education and learning and skills system that would support progression
  • Data and case studies on the benefits of vocational progression for learners and employers

The Qualifications and Curriculum Authority commissioned UVAC to lead a consultation with the higher education sector and Mixed Economy Group of Further Education Colleges on the Framework for Achievement and to identify key issues relating to learner progression through the vocational qualifications system into higher education.
